6th PAY COMMISSION - DISCRIMINATION AMONG JNV STAFF

Sub: Revision of Pay Scales of NVS Employees on the recommendations of VI -
Central Pay Commission

We seek your kind attention to the letter cited under reference-1 read above and would like to bring to your attention the following facts which have been ignored while framing the proposals there in for favour of sympathetic attention.

At the outset we express our strong discontentment at the proposals made by NVS regarding implementation of VI Pay Commission recommendations. The Samiti has taken enough time to make its recommendations but the final draft addressed to the Director (UT), Govt. of India, Ministry of HRD hardly reflects the long pending genuine demands of the employees. The Hon’ble Commissioner’s letter to the VI CPC under reference – 2 rings hollow in the context of the latest recommendations of the NVS. The staff is denied of their legitimate demand for higher scales. In view of this, we urge you to look into the following demands once again.

1. Higher Pay Scales to the Teachers: We understand that the revised pay scales proposed for TGTs, PGTs, Vice-Principals and Principals are in tune with the recommendations of the VI Pay Commission. However, we regret to note that the nature of duties of staff working in JNVs differ vastly from their counterparts in non-residential schools run by organizations like KVS. Proposing the same scale is totally ignoring the innumerable responsibilities thrust on the staff by NVS from time to time. Kindly refer to the nature of duties defined for teachers by NVS vide D.O. No. 2-18/2003/NVS(SA)/Dated 06-11-2003 where in it is stated that ‘the Principal and teachers are expected to make JNVs a parallel extension of home for a child by creating a climate and environment where students feel that they are living in a home’. The same letter stresses that ‘the role of Housemaster/Mistress in the Vidyalaya is of vital importance. His/Her job demands a very dedicated, matured and a judicious approach round the clock.’ It also defines the duties of teachers under the heads like ‘ (A) General Duties, (B) Administrative Duties (C) Academic Duties and (D) Co-curricular, Games and Sports Duties. The fact that treating the teachers on a par with KVS teachers when it comes to fixing pay scales is not in tune with the true spirit of NVS’ recommendations to the VI CPC. Hence, we request the Navodaya Vidyalaya Samiti to choose one pay scale higher than the one given to KVS teachers.

2. Higher Pay Scales to Non-Teaching Staff: The pay scales proposed to the non-teaching staff is not commensurate with the work discharged by them. As the Vidyalayas are residential and co-educational, their duties and responsibilities are also more than their counterparts in KVS. Their presence on the campus is required beyond the defined office hours and even on Sundays and public holidays. The letter submitted to the VI Pay Commission by the NVS honestly reflects the work load thrust on them. While the office staff works for 11 hours per day, the other staff like electrician-cum-plumber, driver and Group D staff work for more than 16 hours per day.

We highly appreciate the proposals for grant of higher pay scales to staff-nurse and mess staff. But at the same time we decry the scales proposed for other non-teaching staff. There is dire necessity to elevate the post of UDC and Office Superintendents at JNVs in view of the enormous and wide ranging duties. In fact, the two cadres have been the worst sufferers since the implementation of V Pay Commission recommendations. In many government departments And autonomous organizations the post of OS earned the pay scale of Rs.6500-200-10500 till the VI CPC recommendations are complied with. But the OSs have been denied of the same on unjustifiable grounds. Hence, we strongly request the NVS for the upgradation of the post of OS and UDC.

It is, therefore, requested that the above submissions may kindly be considered in right perspective and necessary action may be initiated which will go a long way in realization of the aims and objectives of the NVS and strengthening the novel scheme.
